Willie has a Bachelor’s (BS) of Science in Psychology from Southern University A&M
College (Baton Rouge, LA.), Special Education Teacher Certification from the University of
Wisconsin – Milwaukee, Master of Science (MS) in Administrative Leadership (K-12) and
Director of Instruction from Cardinal Stritch University, and a Philosophical Degree (Ph.D.) in
Executive Higher Education from Jackson State University.
Willie has worked as a Special Education Teacher for Milwaukee Public Schools (MPS), a
Teacher Coach for an alternative route-to-licensure program, and assistant principal at
elementary, middle, and high school levels. Willie went on to become a middle and high school principal, Small School Developer for an intermediary of the Bill & Melinda Gates Foundation (TALC New Vision), and Founder of the former Outlook University Independent School Network (OUISN / six-independent schools partnered with Historically Black Colleges and Universities / www.ouisn.org). Additionally, Willie was Associate Director of Global Academic Diversity at Jackson State University, Turnaround Principal for Jackson Public Schools (JPS), and Nevada State Education Programs Professional (EPP) for the School Improvement Grant (SIG).
Currently, The OUISN Equity Center is an “Evidence-based Education Provider.”
Dr. Willie D. Killins Jr. has high regard for quality education programs that build student,
family, and community capacity. He has been an advocate for educational options throughout
the private sector, and a fierce school reformer in the public sector. He maintains strong beliefs
in innovation and educational transformation. Dr. Killins is committed to creating better
educational outcomes by using education as a lever for advancement.
